Project Radios
A Troubleshooter who cannot communicate is working with only part of the team. Department 6 therefore treats radio equipment as ordinary field gear rather than a specialist luxury, and every deployed teammate receives a Model 18 personal radio as part of basic issue. Larger Model 14 and Model 10 systems extend that individual link outward until the same network can connect a person inside a building to teammates outside, a team to a vehicle or camp, and a field operation to aircraft, fixed installations, command centers, or other Project assets.
The Project radio system was designed as a layered network rather than a single universal set. A small personal radio is easy to carry and can remain with its operator all day, but it cannot substitute for the power, antenna arrangements, traffic handling, and relay capacity of a base station. Conversely, a Model 10 has little value to a teammate moving through a ruin if reaching it requires returning to a vehicle every time a message must be sent. Department 3 solves the problem by standardizing several compatible radios that can hand traffic from one level to another.
Three Transmission Modes
Project radios are built around VHF, UHF, and CW AM. VHF is the ordinary medium-range choice where terrain is relatively open and line-of-sight paths can be maintained across roads, fields, desert, and other broad ground. Convoys, perimeter operations, dispersed ground teams, and mobile parties can use VHF without carrying equipment designed for a fixed station, making it the normal answer whenever the landscape itself does not impose severe obstruction.
UHF is used when buildings and vertical structures become the dominant problem. Its shorter wavelength is better suited to dense urban ground, interior structures, industrial facilities, transit systems, towers, and other places where VHF performance deteriorates. A team can therefore change mode because the physical environment has changed rather than because its mission category has changed; the same teammates who use VHF while approaching a city may shift to UHF when they begin moving through its buildings.
CW AM is the fallback for circumstances in which bandwidth and convenience become less important than getting a signal through. It can carry simple voice, coded signals, emergency identifiers, and low-complexity traffic when interference, equipment damage, atmospheric conditions, or deliberate electronic attack has degraded the more capable encrypted modes. The presence of CW AM reflects a recurring Project principle: advanced capability is valuable, but a degraded system that still communicates is more useful than a sophisticated system that stops working when conditions become bad.
Secure Voice and Authentication
Secure voice is the normal communications layer during Department 6 operations. Encryption is automatic, with rolling authentication protocols changing keys continuously while the network is active. Teammates can therefore speak normally without manually enciphering routine traffic, while the radios handle the security work required to reduce the value of intercepted transmissions.
Before a full link is established, the radios can perform a digital handshake that checks device identity, encryption compatibility, signal integrity, and user authorization. A failed authentication can prevent normal access or force a radio into restricted emergency procedures. This prevents an unknown transmitter from becoming a trusted network participant merely because it can reach the correct frequency, and it allows Project equipment believed to be compromised to be isolated without shutting down every other radio in the operation.
Model 18 Personal Radio
The Model 18 is the smallest radio in ordinary Department 6 issue and is intended to remain on the teammate rather than in a vehicle or equipment case. It is approximately the size of a handheld transceiver and can be mounted on a vest or belt, or connected to a wired or throat-mounted headset. Its principal job is short-range voice coordination among people working in the same immediate operational area, where a few seconds spent finding another teammate can matter more than long-distance reach.
Durability received more attention than raw transmission range. The Model 18 is waterproof, shock resistant, economical in its use of electrical power, and protected against the electromagnetic effects produced by the Project's own Mk 4 and Mk 9 pulse grenades. Terrain, walls, structures, and environmental interference can sharply reduce its reach, which is why the radio is best understood as the individual end of a larger network rather than a miniature base station. Building entries, patrols, short field movements, work parties, and local security are exactly the circumstances for which it was designed.
The wireless remote multimode form of the Model 18 can also be placed away from the operator and used as a relay or communications bridge. It can shift among conventional radio, burst transmission, relay networking, and hardened short-range encrypted channels as conditions require. A remote unit placed at a doorway, stairwell, ridge, tunnel junction, or other favorable signal point can preserve contact while the teammate moves into ground where a body-worn radio would otherwise lose the network, and it separates the strongest transmission point from the operator's exact position.
Model 14 Team Radio
The Model 14 Team Multi-Mode Radio is the portable communications backbone for a Department 6 team that needs more than person-to-person contact. It is larger than the Model 18 but remains field portable, commonly traveling in a dedicated pack or mounted in an operational vehicle. The extra size and power allow greater transmission range and give the Model 14 enough capacity to handle encrypted voice, data transfer, drone coordination, navigation updates, and communication with command assets.
Its importance becomes greatest when local infrastructure cannot be trusted. A Model 14 can support temporary encrypted networks around a team, allowing Project computers and specialized devices to exchange information through one radio architecture instead of treating every instrument as an isolated system. In austere terrain, damaged cities, contested communications environments, or missions operating beyond surviving public networks, the Model 14 gives the team a communications center that can move with it.
Model 10 Base and Vehicle Radio
The Model 10 is the largest communications platform in regular Department 6 service. It is intended for fixed installations, command vehicles, aircraft, hardened facilities, recovery sites, convoys, research stations, and other places where long-range communication and sustained traffic justify larger equipment. Its design emphasizes transmission power, redundancy, deeper encryption support, and integration with computers and fixed infrastructure rather than portability by a single person.
A Model 10 can act as the central node through which Model 14 and Model 18 traffic reaches the broader Project network. Depending on the mission and surviving infrastructure, it can route communications toward aircraft, fixed installations, command centers, orbital systems, or remote operational zones. This architecture keeps heavy transmission hardware out of every teammate's load while still allowing a small team to reach much farther than its personal radios could manage alone.

Computers and Radio Traffic
Project radios are not limited to spoken messages. The X-19 portable computer and X-27 workhorse computer can interface directly with Model 14 and Model 10 systems for encrypted movement of technical datasets, survey records, medical reports, infrastructure assessments, archival material, and operational traffic. A larger field site can consequently use an X-27 and Model 10 as a local communications exchange while individual parties remain connected through Model 14 and Model 18 equipment.
The X-15 Language Mediation System can also work through Project radios. Spoken material can be collected, analyzed, translated, and retransmitted, while incoming radio traffic can be rendered as translated text or audio. This matters whenever the radio link reaches people who do not share a language with the Troubleshooters, because communications range alone does not solve a problem if neither side can understand the message.
Power and Replacement Batteries
Radios turn electrical power into operational reach, which means communications planning is inseparable from battery planning. The Logistics manual identifies Type III batteries as common small utility batteries used by radios, lights, drones, sensors, compact medical systems, and emergency equipment, while other communication arrays can draw on larger Project power systems. It does not assign a specific battery type or endurance figure to each radio model, so teams must plan from the actual issued configuration rather than assume that every radio consumes the same battery at the same rate.
Basic individual issue includes the personal radio together with batteries for two replacements. That reserve is enough to begin a mission, not a promise of indefinite communications. Long deployments require charging, additional battery stocks, relay discipline, and deliberate decisions about which equipment remains powered. The manual's field power systems—including solar, wind, engine, pedal, and other generation equipment—exist partly because a working radio network loses its value quickly if the team has no way to replenish the electrical supply behind it.
Standard Issue and Additional Allocation
The Model 18 is part of the normal equipment issued to each teammate, while larger systems are available through team equipment and the Project credit system. The catalog values a Model 18 at 10 credits, a Model 14 at 30, and a Model 10 at 90. Those numbers represent logistical burden rather than a retail price: size, support requirements, transport, power, installation, and cylinder space all affect what Department 3 must allocate to put the equipment into the field.
This is why a team does not improve its communications simply by requesting the largest radio available. A Model 10 is excellent when there is a vehicle, camp, aircraft, installation, or sustained operation to support it, while a Model 14 is often more useful to a moving team and a Model 18 is the radio that remains with the individual when everything else has been left behind. Good communications come from matching each layer to the work it can actually perform and maintaining enough overlap that the failure or loss of one node does not immediately divide the team.
The Communications Chain
The Project radio system is deliberately redundant in scale. An individual teammate speaks through the Model 18; a team can collect and extend those links through a Model 14; a camp, vehicle, aircraft, or fixed site can connect them through a Model 10 to much more distant assets. VHF, UHF, and CW AM give the same equipment family choices for open ground, complex structures, and degraded conditions, while secure voice and automated authentication protect normal traffic without asking every Troubleshooter to become a communications cryptographer.
That structure is what Department 3 is trying to preserve when it treats radios as standard equipment. The objective is not simply to own advanced transmitters. It is to keep people who are separated by walls, terrain, vehicles, weather, distance, and mission assignments functioning as one team, and to keep that team connected to whatever larger Project structure still exists around it. A radio that accomplishes that reliably is not an accessory. It is part of the team's ability to think and act together.
